At the Regular City Council Meeting of January 19^th, City Manager Chris Melville reviewed the status of the Downtown Infrastructure Phase 1 Project with the Governing Board.  The review included status of engineering design which is nearing completion along with landscape aesthetic components some of which will be reviewed in the coming weeks with the City Council for final approval before going to bid on the project.   City Manager Melville indicated that he anticipates being ready for bid the end of February.

The Downtown Infrastructure Phase 1 Project has been a long-term project for the city beginning originally with the City Center Downtown Plan that was adopted in 2002.  City Manager Melville remarked, “This project is the culmination of many years of planning and public infrastructure development that has taken place over the last near 20 years including Pueblo Boulevard improvements, Wendover Boulevard Phase 1 Improvements, the creation of the Wendover Will City Center Monument, the Victory Highway Historic Interpretive Trail and most notably the West Wendover City Hall that was completed just over a decade ago.”

The Council reviewed and accepted the City’s Downtown Master Plan this past August which was developed with Babcock Design out of Salt Lake City, Utah.  The adoption of the Master Plan led the way for final engineering design to start which will be completed over the next month along with the form based code which will help form/structure the private development within the Downtown Zone.

The project includes:

A 900 foot extension of Pueblo Boulevard to the North from the intersection with Wendover Boulevard including a stop light at that intersection along with complete streets infrastructure, water, sewer and storm drainage infrastructure, lighting, pedestrian and bicycle access elements and a large community plaza located at the north end which will include amenities for the display of outdoor art as well as a water feature/splash pad for children along with public restrooms.  The completed project will provide ready ability for the private development of 40 to 60 acres of mixed use (residential and commercial) through the coming decades in the City's Downtown Area.

According to City Manager Melville, the project is estimated to cost approximately $3 Million with over half of the cost being covered by grants the city has received including a $525,000 grant from Nevada CDBG and a $1,175,000 grant from the U.S. Economic Development Administration.   The remaining cost not covered by grant funds (approximately $1,300,000) will be paid through a long-term USDA Rural Development Loan which the city approved for obligation in late 2018.

With the bidding of the project in February that would put the project on pace to be under construction this summer with completion before the end of 2021 and subsequently opened for private development in 2022.
