West Wendover City Council Appoints Dr. Sungman “Simon” Kim as New City Manager

At the May 19th West Wendover City Council Meeting, Dr. Sungman “Simon” Kim was appointed by the City Council as the City’s new City Manager, effective June 29, 2026.

Dr. Kim brings more than two decades of local government leadership experience in planning, community development, economic development, and municipal operations. He has worked extensively with communities on strategic planning, infrastructure, redevelopment, tourism, and grant acquisition initiatives. Over his career, he has secured and managed numerous state and regional grants, including tourism and downtown revitalization funding programs.

Most recently, Dr. Kim served as the Director of Development Services for the City of Mesquite, Nevada, where he oversaw planning, building, business licensing, and code enforcement. During his tenure, he contributed to a wide range of projects involving strategic planning, downtown revitalization, tourism initiatives, development agreements, housing, transportation coordination, and grant‑funded community improvement programs.

Dr. Kim has collaborated closely with elected officials, developers, regional agencies, and community stakeholders to advance long‑term planning and economic development efforts, always emphasizing transparency, responsiveness, and practical problem‑solving.

He holds a Ph.D. in Landscape Architecture with a thesis in Urban Planning and Design, a Master of Business Administration, a Master of Landscape Architecture, and multiple professional certifications, including SPHR (Human Resources Certification), AICP (Certified Planner), PLA (Professional Landscape Architect), PMP (Project Manager Professional), CPRP (Parks and Recreation certification), and CFM (Floodplain Manager certification). He is also a member of the International City/County Management Association.

Regarding his appointment, Dr. Kim said, “I am honored by the opportunity to serve the City of West Wendover as City Manager. West Wendover has a strong foundation, dedicated staff, and significant opportunities ahead. I look forward to working collaboratively with the Mayor, City Council, staff, residents, and community partners to support responsible growth, strengthen city services, and help advance the community’s long‑term vision.”

He and his family look forward to becoming part of the West Wendover community.
